AfDB names Keyamo champion of $7bn African aviation drive

The African Development Bank has appointed Festus Keyamo, Nigeria's Minister of Aviation and Aerospace Development, to lead a $7 billion integrated aviation transformation programme across Africa.

The bank said Nigeria's track record on aviation reform earned Keyamo the role. His job is to champion the Integrated Aviation Transformation Programme for Africa (IATP), a continent-wide effort to modernize the industry and attract private and institutional investment.

Keyamo will formalize Nigeria's commitment to the programme by signing a letter of intent with the AfDB at the bank's annual meeting in Brazzaville on May 28, 2026. Tunde Moshood, Keyamo's media adviser, confirmed the appointment and the invitation to the meeting.

The numbers behind the programme tell the story. African airlines currently carry less than 3 percent of global air traffic, even though the continent is home to nearly 18 percent of the world's population. The IATP aims to close that gap by revitalizing the industry, modernizing infrastructure, and unlocking investment across Africa's aviation sector.

AfDB unveiled the $7 billion programme in March 2026 as part of a broader push to transform Africa's aviation landscape. The bank sees aviation as critical infrastructure for economic growth, trade, and connectivity across the continent.

Keyamo's appointment reflects Nigeria's position as a leader in African aviation policy. The country has implemented major reforms in recent years, including the establishment of the Nigeria Civil Aviation Authority and initiatives to attract foreign carriers to Lagos and other hubs.

The formal signing of the letter of intent in Brazzaville will mark Nigeria's official entry into the IATP framework. Once signed, Nigeria commits to supporting the programme's implementation across Africa while driving reforms at home.
